The regulation does include a force majeure provision, but a strike by the railway’s own staff may not qualify as an event outside the operator’s control. Check Trenitalia’s conditions of carriage for the specific terms that apply to your ticket.
Why This Keeps Happening
Italian transport unions schedule strikes at the start of September each year because the summer strike moratorium lifts after the first week.
